Fiscalization 2.0 is a project of the Croatian Ministry of Finance (Tax Administration), to implement a system for cashless payment via e-Invoice with an integrated e-archive and advanced online bookkeeping in the VAT system.
According to the announcement of the activity plan, the project should be concluded in December 2024, and its end product is the implemented system for cashless payments, within which it is planned:
- the establishment of a system for reporting non-cash invoices issued to state administration institutions: fiscalization of invoices issued in B2G (Business to Government)
- the implementation of a cashless payment system using an electronic account (e-Account) for B2B (Business to business), with an integrated e-archive and an advanced online bookkeeping in the VAT system
- the establishment of a freely available application for issuing e-Invoices that will be made available to small taxpayers
The goal of project Fiscalization 2.0 is to ensure a range of benefits for all stakeholders and business entities, for example:
- simplified tax returns
- reduction of the number of forms (tax bookkeeping), and the accuracy of the fulfillment of tax obligations
- transparent business and the possibility of insight into payment terms and compliance with payment terms
- insight into the current operations of an individual taxpayer
- contribution to environmental protection by using a digital instead of a “paper” account archive
- reducing the number of copies of invoices and archiving them through Internet intermediaries
- the possibility of sending attachments to the account
- improving interoperability among the actors involved in the invoicing process
